Ms Mary Ann O’Loughlin is Executive Councillor and Head of the Secretariat of the COAG Reform Council.
Before joining the COAG Reform Council, Ms O’Loughlin was a Director of the Allen Consulting Group, a leading economics and public policy consulting firm. Prior to this, she was Senior Adviser (Social Policy) to the then Prime Minister, the Hon Paul Keating. She has also held a number of senior executive positions in the Commonwealth Public Service, including Deputy Secretary of the Department of Employment, Education and Training, and First Assistant Secretary, Social Policy, Department of Prime Minister and Cabinet.

Gemma is responsible for the ABS’ Social Data Integration and Analysis Branch.  This branch has four main programs of activity: informing the government and community about social wellbeing and progress in Australia through analysis and reporting; providing leadership in data integration for statistical and research purposes; enhancing the statistical and research value of Population Census data through data integration; and ABS’ suite of disability, carer and environment surveys.
